Service Computing applied to new application areas and gain insights
into a variety of computing, networked, and cyber-physical systems
ranging from mobile devices and Internet-of-Things (IoT) applications
to large-scale cloud computing systems and the smart grid.

ICSOC 2021, the 19th event in this series, will take place in Dubai,
UAE from November 22 to November 25, 2021. Following on the ICSOC
tradition, it will feature visionary keynote presentations, research
and industry presentations, a vision track, workshops, tool
demonstrations, tutorials, and a Ph.D. track. We invite interested
researchers, students, practitioners, and professionals to submit
their original contributions to the research and industry tracks of
ICSOC 2021.

=================================================================

+++ New submission/review model

Starting this year, ICSOC adopts a new submission/reviewing model.

***Anonymous submissions: ICSOC implements a double-blind reviewing
process. Author names and affiliations should not appear in the paper.
The authors should make a reasonable effort not to reveal their
identities of institutional affiliations in the text, figures, photos,
links, or other data that is contained in the paper. Authors' prior
work should be preferably referred to in the third person; if this is
not feasible, the references should be blinded. Submissions that
violate these requirements will be rejected without review. The list
of authors cannot be changed after the acceptance decision is made
unless approved by the Program Chairs.

***Early submissions: Authors are invited to consider early
submissions. In the early submission round, only papers submitted as
full/regular papers will be considered, and they will go through a
full peer-review process. An early submitted paper that is accepted
will be included in the proceedings. An early submitted paper that is
rejected can be still revised and submitted to the normal submission
round by the given deadline. If the authors of an early submitted
paper that is rejected decide to resubmit their paper to the normal
submission round, they will have to include an appendix (2 pages)
describing how they have addressed the comments received by the
reviewers from the early submission.

***Normal submissions: Authors are also welcome to submit papers to
the normal submission round by the given deadline. After the normal
submission deadline, the papers resubmitted from the early submission
round and those submitted only to the normal submission round will
undergo a traditional review process. The decisions made from this
normal review procedure will be final and no resubmission will be
permitted afterwards.

It should be noted that unformatted papers and papers beyond the page
limit may not be reviewed.

--- Focus Area-2: Blockchain Technologies

A blockchain is a decentralized distributed ledger that records and
stores transactions among a number of interacting parties in a
network. Each transaction must be validated via a consensus mechanism
executed by the network participants before being permanently added as
a new "block" at the end of the "chain." Disruptive technologies such
as blockchain, AI, services, and cloud enable companies and
administrations to provide decentralized, trusted, transparent and
user-centric digital services while enhancing user/consumer
experience. These technologies have the ability to transform the way
we use the internet and digital services globally.
Topics that are part of this focus area may include but are not limited to:

* Blockchain in digital services
* Block chain and smart business transactions
* Block chain and smart contracts
* Blockchain in the Internet of things (IoT)
* Blockchain in cyber physical systems

--- Focus Area-3: Industry 4.0 Technologies

Industry 4.0 (or smart manufacturing) sets the foundations for
completely connected factories that are characterized by the
digitization and interconnection of supply chains, production
equipment and production lines, and the application of the latest
advanced digital information technologies to manufacturing activities.
The manufacturing paradigm championed by the Industry 4.0 brings
together processes, software services and systems, machines, devices,
IoT, sensors, valves, actuators, manufacturing systems, and connected
digital factories. All these computer-driven systems create a virtual
copy of the physical world and help make decentralized decisions with
a much higher degree of accuracy.

* Blockchain in Industry 4.0

--- Focus Area-4: Smart services, Smart data and Smart applications

Smart data systems and services support the processing and integration
of data and services into a meaningful unified view to enable more
effective decision making and problem solving. The decisive criterion
here is not necessarily the amount of data or services available, but
smart content techniques that promote not only the collection and
accumulation of related data and services, but also its context, and
understanding. This requires finding useful insights and discovering
patterns and trends within the data and services to reveal a wider
picture that is more relevant to the problem in hand and react to them.

Smart applications are context aware, intelligent and autonomous
industrial strength applications that incorporate data-driven,
actionable contextual insights into the user experience to enable
users to more efficiently complete a desired task usually taking the
form of recommendations, estimates, and suggested next course of
actions in context.

Topics that are part of this focus area may include but are not limited to:

* Smart Big Data
* Predictive Modelling
* Visualization & Augmented Reality
* Smarter Analytics
* Machine Learning
* Multidimensional Data
* Sensor Networks

quality of service and robustness to withstand faults, which require
revisiting established concepts and developing new ones.

FACS 2021 is concerned with how formal methods can be applied to
component-based software and system development. Formal methods have
provided foundations for component-based software through research on
mathematical models for components, composition and adaptation, and
rigorous approaches to verification, deployment, testing, and certification.

Papers:

A submitted paper should clearly motivate the importance of the
problem being addressed, discuss prior work and its relationship to
the paper, explicitly and precisely state the paper's key
contributions, and outline the key technical ideas and methods used to
achieve the main claims. A submission should strive to be accessible
to a broad audience, as well as having sufficient details for experts
in the area.

There are two types of submissions: regular papers and brief
announcements. Regular papers must report on original research that
has not previously been published (and may not be concurrently
submitted to other journals or conferences with proceedings). All
ideas necessary for an expert to fully verify the central claims in a
paper, including experimental results, should be included in the
submission.

A brief announcement may describe work in progress or work presented
elsewhere. A brief announcement may also present a result that is
short and elegant, but does not require a longer paper. It may also be
used to announce a software distribution or an experimental results of
interest that can be concisely described.

Papers are to be submitted electronically at
https://disc21.hotcrp.informatik.uni-freiburg.de.

Submission format:

Submissions must be in English in pdf format and they must be prepared
using the LaTeX style template for LIPIcs
(https://submission.dagstuhl.de/documentation/authors) with

\documentclass[a4paper,anonymous,USenglish]{lipics-v2019}.

Submissions must be anonymous, without any author names, affiliations,
or email addresses. The contact information of the authors will be
entered separately in HotCRP.

For regular papers, there is no page limit, and authors are encouraged
to use the "full version" of their paper as the submission. The
initial 15 pages should contain a clear presentation of the merits of
the paper, including a discussion of the paper's importance within the
context of prior work and a description of the key technical and
conceptual ideas used to achieve its main claims. (Illustrative
figures are encouraged.) The submission must contain full proofs of
all claims in the paper.

Although there is no bound on the length of a submission, material
other than the first 15 pages will be read at the committee's
discretion. Papers submitted as brief announcements should comply with
the above rules, replacing 15 pages with 5 pages.

Submissions not conforming to the submission guidelines and papers
outside of the scope of the conference will be rejected without
consideration.

Anonymous Submissions:

We will use a relaxed implementation of double-blind peer review.
Submissions must not reveal the identity of the authors in any way. In
particular, authors' names and affiliation should not appear in the
document itself. Authors should ensure that any references to their
own related work are in the third person (e.g., not "We build on our
previous work ..." but rather "We build on the work of ..."). The purpose
of this process is to help PC members and external reviewers come to
an initial judgment about the paper without bias, not to make it
impossible for them to discover the authors if they were to try.

You are free to disseminate your work through arXiv and other online
repositories and give presentations on your work as usual. Moreover,
nothing should be done in the name of anonymity that weakens the
submission or makes the job of reviewing the paper more difficult. In
particular, important references should not be omitted or anonymized.

Brief announcements should also be submitted without author names and
affiliations so that a reviewer can form an initial judgment without
bias, but they can contain a reference to the full version of the work
in the bibliography.

Authors with further questions on double-blind reviewing are
encouraged to contact the PC chair by email.

Please feel free to ask the PC chair if you have any questions about
the double-blind policy of DISC 2020.

Conflict of Interest

The submission form provides an opportunity to specify conflicts of
interest, limited to: (1) family members and close friends; (2) PhD
advisor or advisee (no time limit), or postdoctoral or undergraduate
mentor/mentee within past 5 years; (3) people with the same
affiliation; (4) someone involved in an alleged incident of harassment
(with no requirement of a formal report), (5) collaborators who
jointly authored papers within the last two years.

If you feel that you have a valid reason for a conflict of interest
not listed above, or any other issues related to the fair treatment of
your submission, contact the PC chair or the SafeTOC representative
for DISC (which can be found on the DISC webpage).

Publication

The proceedings will be published by LIPIcs. The final version of the
paper has to be formatted following the LIPIcs guidelines. Regular
papers will have 15 pages in the final proceedings (excluding
references), and brief announcements will have 3 pages in the
proceedings (including everything). If more space is needed, the
authors are encouraged to post the full version e.g. on arXiv and
refer to it in their paper.

Accepted papers and brief announcements must be presented by one of
the authors, with a full registration and according to the final
schedule. Any submission accepted into the technical program but not
presented on-site will be withdrawn from the final proceedings.

The submission site will be posted shortly on the DISC website.

Awards

Awards will be given to the best paper and the best student paper. To
be eligible for the best student paper award at least one of the paper
authors must be a full-time student at the time of submission, and the
student(s) must have made a significant contribution to the paper.

[DMANET] SI on Federated Learning and Blockchain in B5G - Computer Networks - Extended: 20 May 2021

Special Issue on

Federated Learning and Blockchain Supported Smart Networking in Beyond 5G
(B5G) Wireless Communication

https://www.journals.elsevier.com/computer-networks/call-for-papers/special-issue-on-federated-learning-and-blockchain

Computer Networks

NOTE: we are particularly looking for submissions that tackle the
applications of FL and/or BC in the *B5G setup, smart networking, or
wireless communications*.
Please note that the deadline has been extended till *May 20th!*

In recent years, Blockchain and Federated Learning (FL) are both making
great technological advances independently. Blockchain provides a
distributed and secure decentralized technique to process and authenticate
transactions. On the other hand, FL enables end-devices to collaboratively
train and update a mutual machine learning model while preserving the
privacy of their data-sets. Both technologies are known to have several
desirable advantages for today's needs in terms of security and privacy.
Moreover, when blockchain and FL technologies are enabled in B5G and 6G,
security and privacy are preserved with full connectivity and
distributivity. As both blockchain and FL advance further, the research
focus is turning to integrate and unify the technologies to produce novel
and smart networking services and applications. Currently, for large-scale
advanced services and applications, the proposed solutions are far from
practical. There are still many unresolved technical challenges in having
systems that are scalable, and robust, and able to handle exponentially
growing data.

Both blockchain and FL, supported by next-generation networking (NGN)
technologies, including Beyond 5G and 6G, have the potential to address
smart networking services and applications' shortcomings by providing power
computing processing and handling massive volumes of generated data. The
benefits of synergizing these two technologies with NGN will without doubt
provide a revolutionized approach towards widespread smart networking
services and applications. Smart healthcare, Internet of Things,
intelligent and industrial automation (industry 4.0), cyber-physical
sensory systems, and smart and critical infrastructures, energy trading,
smart shopping, smart banking, and efficient manufacturing procedures are
examples of use cases that may receive impressive benefits from integrating
these technologies. As such, this special issue aims to explore recent
advances and disseminate state-of-the-art research on blockchain-based
solutions and FL services and applications focused on Computer Networking
issues.

Topics of Interest

Researchers, developers, and industry experts are welcome to contribute to
one of the followings topics or slightly similar ones:

- Integration of Blockchain and FL in Beyond 5G/6G Network
Architectures

- FL for large-scale Internet of Things

- FL in vehicular networks

- Blockchain with lightweight computation

- Blockchain-based service and applications for vehicular clouds

- FL for future internet architectures

- Scalable Blockchain for intelligent networking services

- Application of FL in large-scale intelligent networking services

- Blockchain for emerging networks

- Byzantine-tolerant FL

- Churn-tolerant FL

- FL for NGN and 6G

- FL for IoT healthcare systems

Submission Guidelines:

Submitted papers should present original, unpublished work, relevant to one

*Submissions Guidelines and PROCEEDINGS*
Manuscripts should be prepared in 10-point font using the IEEE 8.5" x 11"
two-column conference format. All papers should be in PDF format, and
submitted electronically on EasyChair at
https://easychair.org/conferences/?conf=aiccsa2021. A regular paper must
not exceed 8 pages (including all figures, tables and references).
Submitted papers must present original unpublished research that is not
currently under review for any other conference or journal. Papers not
following these guidelines will be rejected without review. In addition,
submissions received after the due date, exceeding the length limit, or not
appropriately structured will be rejected without review. Authors may
contact the Program Chair for further information or clarification.
All submissions will be blind peer-reviewed by at least three reviewers.
Accepted papers will appear in the Conference Proceedings, and be published
by the IEEE Computer Society Conference Publishing Services and be
submitted to IEEE Xplore for inclusion.
Each paper should include up to 7 keywords, complete postal and e-mail
addresses, and fax and phone numbers of the corresponding author. Authors
of accepted papers are expected to present their work at the conference.
Submitted papers that are deemed of good quality but could not be accepted
as regular papers may be accepted as short papers.

*Double-Blind Peer Review Guidelines*
AICCSA 2021 uses double-blind review, which means that the author's
identities are concealed from the reviewers, and vice versa, throughout the
review process. To facilitate this, authors must ensure that their
manuscripts be prepared in a way that does not give away their identities
or affiliations. If a submission is not anonymized, it will be rejected
without review.

*Information to help prepare the Blinded Manuscript*
Besides the obvious need to remove names and affiliations under the title
within the manuscript, there are other steps that need to be taken to
ensure the manuscript is correctly prepared for double-blind peer review.
To assist with this process, the key items that need to be observed are as
follows:
- Use the third person to refer to the work the authors have previously
undertaken, e.g., replace any phrases like "as we have shown before" with
"... has been shown before [Anonymous, 2007]".
- Make sure that figures not contain any affiliation-related identifier.
- Do not eliminate essential self-references or other references but limit
self-references only to papers that are relevant for those reviewing the
submitted paper.
- Cite papers published by the authors in the text as follows: '[Anonymous, 2007]'.
- For blinding on the reference list: '[Anonymous 2007] Details omitted for
double-blind review
- Remove references to funding sources.
- Do not include acknowledgments.
- Remove any identifying information, including author names, from file
names, etc. and anonymize document properties.

*Special Issues *Selected papers from the conference will be invited to
submit an extended version to a journal to be announced. Papers will be
selected based on their reviewers' scores and appropriateness to the Journal's theme. All extended versions will undergo reviews and must represent original unpublished research work. Further details will be made
available at a later stage.

Aims and Scope
Recently, the rapid development of Unmanned Autonomous Vehicles (UAVs),
also known as drones, has highlighted a plethora of emergent applications
such as infrastructure inspection and surveillance, smart agriculture, seek
and rescue, parcel delivery, communications, and post-disaster recovery. In
all these applications, UAVs may coexist with ground Internet of Things
(IoT) devices. For example, UAVs autonomously perform remote sensing
relaying the collected data by the sensors. Moreover, single or multiple
UAVs can cooperatively collaborate providing services that require
efficient protocols where multiple objectives and constraints should be
accounted for.

For this workshop, we seek papers that combine the design of algorithms and
testbed implementations to develop the theoretical foundations for UAVs as
well as the synergies with IoT devices. The numerous emergent applications
raised by IoT may require an interdisciplinary approach, involving
techniques from algorithm foundations and different areas, such as computer
networks, artificial intelligence, concurrent, parallel and distributed
computing, security, digital signal, image and sound processing.

Topics of Interest
- Autonomous sensing via UAVs

[DMANET] IGAFIT Algorithmic Colloquium - 2pm CEST, May 6: When is Memorization of Irrelevant Training Data Necessary for High-Accuracy Learning? by Adam Smith

Dear all,

we would like to invite you to the IGAFIT Algorithmic Colloquium this
Thursday:

May 6, 2021, 14:00 CEST
Adam Smith, Boston University
Title: When is Memorization of Irrelevant Training Data Necessary for
High-Accuracy Learning?
Abstract: Modern machine learning models are complex, and frequently
encode surprising amounts of information about individual inputs. In
extreme cases, complex models appear to memorize entire input examples,
including seemingly irrelevant information (social security numbers from
text, for example). In this paper, we aim to understand whether this sort
of memorization is necessary for accurate learning.
We describe natural prediction problems in which every sufficiently
accurate training algorithm must encode, in the prediction model,
essentially all the information about a large subset of its training
examples. This remains true even when the examples are high-dimensional and
have entropy much higher than the sample size, and even when most of that
information is ultimately irrelevant to the task at hand. Further, our
results do not depend on the training algorithm or the class of models used
for learning.

Our problems are simple and fairly natural variants of the next-symbol
prediction and the cluster labeling tasks. These tasks can be seen as
abstractions of image- and text-related prediction problems. To establish
our results, we reduce from a family of one-way communication problems for
which we prove new information complexity lower bounds.

Time permitting, I'll lay out some open problems and directions for future
work.

Based on joint work with Mark Bun, Gavin Brown, Vitaly Feldman, and Kunal
Talwar, to appear at STOC 2021 ( https://arxiv.org/abs/2012.06421 ).

We would like to invite you to take part in the event including the
networking session. This new event aims to integrate the European
algorithmic community and keep it connected during the times of the
pandemic. The meeting will be held using the Airmeet platform and to attend

[DMANET] CFP: Special Issue on Theoretical Foundations of Evolutionary Computation

We invite submissions of papers on the theory of evolutionary
computation for publication in a special issue of Theoretical Computer
Science, Track C -Theory of Natural Computing.

Guest Editors

Per Kristian Lehre, University of Birmingham, U.K.
Aneta Neumann, The University of Adelaide, Australia
Chao Qian, Nanjing University, China

Aim

Evolutionary computation methods such as evolutionary algorithms and
swarm intelligence algorithms have been successfully applied to a wide
range of real-world optimization problems. Conventional optimization
algorithms often require objective functions to be differentiable,
continuous, or convex. However, these assumptions are often not met in
real-world optimization. In contrast, evolutionary computation methods
only assume (zeroth order) black-box access to the objective values of
solutions.

Mimicking natural phenomena, evolutionary computation methods are often
highly randomized and complex, making a theoretical analysis
challenging. During the past two decades, there have been significant
theoretical efforts. This research has brought general theoretical
analysis tools such as fitness levels and drift analysis. These results
provide useful insights into the working principles of evolutionary
computation methods which have helped practitioners design more powerful
algorithms. As evolutionary computation methods are applied to more
complex real-world optimization problems, there is a need to further
understand these methods theoretically. Thus, this special issue aims to
advance the theoretical understanding of evolutionary computation
methods.

Scope

This special issue solicits original, high-quality contributions on the
theory of evolutionary computation. The scope includes, but is not
limited to:

General analytical methods like fitness levels and drift analysis
Exact and approximation runtime analysis
Black-box complexity
Population diversity and dynamics
Variation and selection operators
Self-adaptation
Fitness landscape and problem difficulty analysis

All classes of evolutionary computation methods will be considered
including (but not limited to): evolutionary algorithms, ant colony
optimization, artificial immune systems, particle swarm optimization,
estimation of distribution algorithms and differential evolution. All
problem domains will be considered, including (but not limited to):
discrete and continuous optimization, single-objective and
multi-objective optimization, constrained optimization, and optimization
under uncertainty (e.g., noisy, dynamic and robust optimization).

Planned Schedule

Submission deadline: December 31, 2021
Notification: September 31, 2022
Final paper submission: October 31, 2022
Tentative publication date: 2023

Submission Instructions

[DMANET] NSV 2021 Workshop: Extended Deadline May 7

14th International Workshop on Numerical Software Verification, 18-19 July 2021

A workshop affiliated with CAV 2021 - Online

Web Page: https://nsv2021.github.io <https://nsv2021.github.io/>

Submission link: https://easychair.org/conferences/?conf=nsv21 <https://easychair.org/conferences/?conf=nsv21>

DEADLINE EXTENSION: 7 May (See below.)

Description of the Workshop
===========================

Numerical computations are ubiquitous in digital systems: supervision, prediction, simulation and signal processing rely heavily on numerical calculus to achieve desired goals. Design and verification of numerical algorithms has a unique set of challenges, which set it apart from rest of software verification.

The implementation of numerical techniques on modern hardware adds another layer of approximation because of the use of finite representations of infinite precision numbers that usually lack basic arithmetic properties such as commutativity and associativity.

Finally, the development and analysis of cyber-physical systems (CPS) which involve the interacting continuous and discrete components pose a further challenge. It is hence imperative to develop logical and mathematical techniques for the reasoning about programmability and reliability.

The NSV workshop is dedicated to the development of such techniques.

This year, the NSV workshop is hosting a *special session on numerical computations in machine learning*. This includes, but is not limited to, performance vs accuracy trade-offs, reliability, robustness, co-design of hardware and software for numerical computations in machine learning frameworks.

Topics
======

The scope of the workshop includes, but is not restricted to, the following topics:

Quality of finite precision numerics
- Representations of real numbers such as dfloat, finite precision, logarithmic number systems, etc

Validation and verification of machine learning algorithms
- Performance-accuracy trade-offs in floating point representations in machine learning
- Robustness, reliability, and hardware software co-design for numerical computations in machine learning

Validation and verification in scientific computing and simulations
- Specifications of correctness of numerical algorithms
- Numerical optimization methods

Hybrid systems and control software verification
- Quantitative and qualitative analysis of hybrid systems
- Optimal control and synthesis of dynamical systems
- Applications in space, avionics, automotive, systems biology, etc

Important Dates
===============

Submissions deadline (extended): May 7, 2021 23:59 (AoE)

Final version: June 2, 2021
Workshop: July 18-19, 2021

Submission information
======================

We solicit regular and short papers. Paper submission must be performed via EasyChair.

Regular papers must describe original work, be written and presented in English, and must not substantially overlap with papers that have been published or that are under submission. Submitted papers will be judged on the basis of significance, relevance, correctness, originality, and clarity. They should clearly identify what has been accomplished and why it is significant.

Regular paper submissions should not exceed 15 pages in LNCS style, plus possibly bibliography and appendices. However, program committee members are not required to read the appendices, thus papers must be intelligible without them.

Short papers are also welcome: they should present tools, benchmarks, case-studies or be extended abstracts of ongoing research. Short papers should not exceed 6 pages, excluding extra material as above.

Our materials can help -
Online Resources for Developing Countries --- continuously enriched

The aim of the IFORS Developing Countries Online Resources page is to offer the OR worker all publicly-available materials on the topic of OR for Development. It also aims to provide a venue for people who are working in the area to share their completed or in-process work, learn from others, and stimulate comments and discussions on the work. Regarding IFORS Developing Countries OR resources website, its regular updates - and your possible submission of "free" (not copyright protected) material, you might occasionally visit

http://ifors.org/developing_countries/index.php?title=Main_Page.

With this open resources page we aim to make research and application results better accessible to the many friends in the Developing Countries. We would be glad about interest.

Contributions from art and science, communication and education sectors are warmly welcome by our community which has very little access to emerging documents on arts and sciences, research, design and development.

"Operational Research" (OR) is the discipline of applying advanced analytical methods to help make better decisions. By using techniques such as problem structuring methods and mathematical modelling to analyze nontrivial situations, Operational Research gives executives the power to make more effective decisions and build more productive systems.

The International Federation of Operational Research Societies (IFORS; http://ifors.org/) is an almost 60-year old organization which is currently composed of 51 national societies. Regional Groups of IFORS are: ALIO (The Latin American Ibero Association on Operations Research), APORS (The Association of Asian-Pacific Operational Research Societies), EURO (The Association of European Operational Research Societies), NORAM (The Association of North American Operations Research Societies). IFORS conferences are taking place every three years. On IFORS 2021, Seoul, South Korea, August 22-27, 2021, please refer to http://www.ifors2020.kr/.
