"Operational Research" (OR) is the discipline of applying advanced analytical methods to help make better decisions. The International Federation of Operational Research Societies (IFORS; http://ifors.org/) is an almost 60-year old organization which is currently composed of 51 national societies. Regional Groups of IFORS are: ALIO (The Latin American Ibero Association on Operations Research), APORS (The Association of Asian-Pacific Operational Research Societies), EURO (The Association of European Operational Research Societies), NORAM (The Association of North American Operations Research Societies). IEEE DependSys 2020 conference is the 6th event in the series of
conferences which offers a timely venue for bringing together new ideas,
techniques, and solutions for dependability and its issues in sensor,
cloud, and big data systems and applications. As we are deep into the
Information Age, huge amounts of data are generated every day from sensors,
individual archives, social networks, Internet of Things, enterprises and
Internet in various scales and format which will pose a major challenge to
the dependability of our designed systems. As these systems often tend to
become inert, fragile, and vulnerable after a period of running.
Effectively improving the dependability of sensor, cloud, big data systems
and applications has become increasingly critical.

This conference provides a forum for individuals, academics, practitioners,
and organizations who are developing or procuring sophisticated computer
systems on whose dependability of services they need to place great
confidence. Future systems need to close the dependability gap in face of
challenges in different circumstances. The emphasis will be on differing
properties of such services, e.g., continuity, effective performance,
real-time responsiveness, ability to overcome data fault, corruption,
anomaly, ability to avoid catastrophic failures, prevention of deliberate
privacy intrusions, reliability, availability, sustainability,
adaptability, heterogeneity, security, safety, and so on.

FORMAT

We are quite optimistic that STACS 2021 will happen as a physical
conference, maybe with an option of remote participation for authors who
cannot attend due to the COVID situation. If this is not possible, STACS
2021 will take place as an online event.

SUBMISSIONS

Submissions can be uploaded to EasyChair:

Authors are invited to submit an extended abstract or full paper with at
most 12 pages (excluding the title page and the references section). The
title page consists of the title of the paper and the abstract,
but *no* author information.

The usage of pdflatex and the LIPIcs style file (see
http://www.dagstuhl.de/en/publications/lipics) are mandatory; no changes
to font size, page geometry, etc. are permitted. Submissions not in the
correct format or submitted after the deadline will not be considered.

The paper should contain a succinct statement of the issues and of their
motivation, a summary of the main results, and a brief explanation of
their significance, accessible to non-specialist readers.

Proofs omitted due to space constraints must be put into an appendix, to
be read by the program committee members at their discretion.

Simultaneous submission to other conferences with published proceedings
or to journals is not allowed. PC members are excluded from submitting.

STACS 2021 will employ a lightweight double-blind reviewing process for
the first time, similar to the one of ESA: submissions should not reveal
the identity of the authors in any way. The purpose of the double-blind
reviewing is to help PC members and external reviewers come to an
initial judgment about the paper without bias, not to make it impossible
for them to discover the authors if they were to try. Nothing should be
done in the name of anonymity that weakens the submission or makes the
job of reviewing the paper more difficult. In particular, important
references should not be omitted or anonymized. In addition, authors
should feel free to disseminate their ideas or draft versions of their
paper as they normally would. For example, authors may post drafts of
their papers on the web, submit them to arXiv, and give talks on their
research ideas.

There will be a rebuttal period for authors between November 24—27,
2020. Authors will receive the reviews of their submissions (via
EasyChair) and have three days to submit rebuttals (via EasyChair).
These rebuttals become part of the PC meeting, but entail no specific
responses.


PROCEEDINGS

Accepted papers will be published in the proceedings of the symposium.
As usual, these proceedings will appear in the Leibniz International
Proceedings in Informatics (LIPIcs) series, based at Schloss Dagstuhl.
This guarantees perennial, free and easy electronic access, while the
authors retain the rights over their work. With their submission,
authors consent to sign a license authorizing the program committee
chairs to organize the electronic publication of their paper, provided
the paper is accepted.

The 10th International Conference on Artificial Intelligence in Music,
Sound, Art and Design (EvoMUSART) will be held in Seville, Spain, on 7-9
April 2021, as part of the evo* event.

The main goal of EvoMUSART is to bring together researchers who are using
Artificial Intelligence techniques (e.g. Artificial Neural Network,
Evolutionary Computation, Swarm, Cellular Automata, Alife) for artistic
tasks such as Visual Art, Music, Architecture, Video, Digital Games,
Poetry, or Design. The conference gives researchers in the field the
opportunity to promote, present and discuss ongoing work in the area.

Accepted papers will be published by Springer Verlag in the Lecture Notes
in Computer Science series.


IMPORTANT DATES

We welcome submissions which use Artificial Intelligence techniques in the
generation, analysis and interpretation of Art, Music, Design, Architecture
and other artistic fields. Submissions must be at most 16 pages long, in
Springer LNCS format. Each submission must be anonymised for a double-blind
review process. The deadline for submission is 1 November 2020. Accepted
papers will be presented orally or as posters at the event and included in
the EvoMUSART proceedings published by Springer Verlag in a dedicated
volume of the Lecture Notes in Computer Science series.

[DMANET] Call for Papers: [Algorithms, MDPI] Special Issue on Algorithms and Models for Multiple Criteria Decision Making

We are pleased to announce the launch of new Special Issue dedicated to
"Algorithms and Models for Multiple Criteria Decision Making" in the
journal Algorithms, an *EI-*, *ESCI-*, and *Scopus-indexed* open access
journal.

The current Special Issue aims at integrating MCDM methods, such as
TOPSIS, VIKOR, PROMETHEE and ELECTRE, within the domain of dynamical
systems. In particular, it aims at bridging the gap existing between
standard MCDM methods generally implemented within static
environments and the dynamic interactions taking place across variables
in many real-life settings.

In addition to the inclusion of a temporal dimension across MCDM
methods, any potential development in techniques such as dynamic DEA or
novel extensions of multiobjective optimization problems involving
dynamic interactions across variables are welcome as contributions to
the current Special Issue.

In 2021, the FOGA conference will be held from September 6 to September 8 at

Aim and Scope
Providing the ubiquitous network accessibility is one of the main goals in
the Beyond 5G (B5G) mobile networks. To achieve this goal, it is vital to
connect the space, air, ground, and sea networks (SAGS) in such
heterogenous B5G networks. Although the above networks exhibit different
types of technical issues, they should be connected seamlessly with
collaborated networking functionalities and management. On the other hand,
in the last five years, with the growing popularity of artificial
intelligence (AI), the application and innovation of AI have also been
attracting significant research attention to enable intelligent networking
and communication, in which the network quality can be ensured by meeting
the key performance metrics.

This special issue (SI) is to foster innovative work that can promote
collaboration among SAGS mobile networks by involving AI in the background

[DMANET] PhD-position Optimization and Machine Learning at TU Delft

PhD position in Parameterized and Exact Algorithms with applications in
biology and health.

There is a 4-year PhD position available at the TU Delft, supervised by
Leo van Iersel (TU Delft), Leen Stougie (CWI) and in close collaboration
with Steven Kelk (Maastricht University). This position is part of the
NWO (Dutch Science Foundation) project OPTIMAL (Optimization for and
with Machine Learning), see this document for more information on the
project.

The position is on at least one of the following two specific topics
within OPTIMAL.

The first topic concerns the use of Machine Learning within the
Fixed-Parameter Tractability framework, in order to develop algorithms
that provably return optimal solutions and have good running time on
practical data sets. Such algorithms will, for example, be designed for
problems in phylogenetics (reconstructing evolutionary histories).

The second topic concerns the use of Optimization techniques such as
Integer Linear Optimization to find optimal solutions to machine
learning problems. These algorithms will be applied, for example, to
classification problems in the medical sciences.

Requirements
- An MSc degree in Applied Mathematics, Computer Science, Mathematics,
Econometrics or Operations Research is required.
- Knowledge of combinatorial optimization and algorithms.
- Knowledge of or interest in machine learning.
- Ability to write mathematical proofs.
- Implementation skills.

Salary
The salaries and conditions of employment are governed by the Collective
Labor Agreement for Dutch Universities.

Targeting these challenges, the discipline of data engineering has become equally foundational.

[DMANET] 2 PhD Positions in Algorithmic Graph Theory (extended)

We announce openings for up to 2 PhD positions in structural and
algorithmic graph theory, each for 2-3 years. The positions begin both

[DMANET] Postdoc positions in Reasoning and Learning at Linköping University Sweden

Dear colleagues,
the Reasoning and Learning Group at Linköping University in Sweden has
two open postdoc positions (up to 2 years each) for doing curiosity
driven basic research in the intersection between reasoning and

We are a growing research group with a broad interest in AI. We are
especially interested in spatio-temporal reasoning and learning such as
learning and reasoning about trajectories and events/activities,
incremental reasoning and learning such as a stream reasoning and
learning, multi-agent reasoning and learning such as combinatorial
assignment and multi-agent reinforcement learning, and reasoning and
learning for Trustworthy AI such as privacy-preserving synthetic data
generation and run-time verification for safe autonomous systems.

At least one of the postdocs will work on developing new machine
learning methods for creating privacy preserving synthetic
spatio-temporal trajectory data sets. The goal is to 1) extend
generative adversarial network (GAN) methods to learn generative
spatio-temporal trajectory models and 2) develop new Bayesian
Optimization methods for creating tailored privacy-preserving synthetic
data sets using these generative models.

[DMANET] PhD position for Data-driven optimization for sustainable network design (University of Primorska and InnoRenew CoE)

A PhD position is available at the University of Primorska, Slovenia in
the topic "Data-driven optimization for sustainable network design". The
successful candidate will be part of InnoRenew CoE's ICT research group
(Izola, Slovenia) and as a doctoral student will enrol in the Computer
Science doctoral program at the University of Primorska (Koper,
Slovenia).

Using networks to model real-world problems is a powerful tool, as they
provide an efficient abstraction that can be used to analyse the
structure of the task at hand. Ranging from sensor networks to supply
chains, there is an underlying complex network for a wide array of
different everyday applications. Sustainability plays an important role
in the design of these networks when considering various optimisation
questions such as energy minimisation or the reuse of waste materials.
The objectives and constraints of these optimisation problems are
generally strongly influenced by a large amount of available measured
data.

Tasks and Goals
The focus of the research is to analyse the underlying structure of
selected real-world problems and design efficient network
representations for them. The above goal is intended to be achieved by:
• Collecting and studying available data related to the problems,
identifying crucial underlying information;
• Using the extracted information, efficient solution methods should be
developed for problems arising in these networks. Mathematical
programming and metaheuristic approaches can both be used for this
purpose;
• Showing the efficiency of the developed tools and methods by
implementing simulation environments.
The methods and tools developed above will be adapted for real-world
data in connection with interdisciplinary projects. The successful
candidate will also contribute to applications for grant-funded research
projects and publish their research in high-level international journals
and prestigious conferences in the field.

Required qualifications
• Master's degree in computer science, information technology,
mathematics, or related area
• Strong command of at least one major high-level programming language
(e.g. C++, Java, Python)
• Solid background in algorithm design and data structures

[DMANET] Final Call for Contributions: Short Presentations at HALG'20

The Highlights of Algorithms (HALG) conference is designed to be a forum
for presenting the highlights of recent developments in algorithms and
for discussing potential further advances in this area. The conference
will provide a broad picture of the latest research in algorithms
through a series of invited talks, as well as the possibility for
researchers and students to present their recent results through a
series of short talks.

This year, as a reaction to the developments around COVID-19, the
conference will exceptionally be held *virtually from August 31 to
September 2*. Participation will be free of charge.

Early-career researchers (PhD students and Postdocs) are especially
encouraged to submit *short presentations*. Each presentation will
consist of a short talk and will be part of an interactive Q&A session.
There will be no conference proceedings, hence presenting work already
published at a different venue or journal (or to be submitted there) is
welcome. Priority is given on research that has been performed, accepted
or published in 2019 or later.

The planned format consists of 3-5 min talks in virtual live session(s)
in the morning of Sep 1 and/or Sep 2, central European time. There will
be possibilities to ask questions and potentially informal discussions.

[DMANET] PhD Position in Parameterized Complexity at TU Wien, Austria

The position is part of the START project "Parameterized Analysis in
Artificial Intelligence" of the FWF Austrian Science Fund and is
hosted by the Algorithms and Complexity Group at the Vienna University
of Technology (TU Wien). The aim of the project is to build a bridge
between parameterized complexity theory and artificial intelligence.
The position will be supervised by Robert Ganian (the principal
investigator of the project).

We offer the possibility of working on exciting research projects,
ample travel funding, and the option of collaborating not only with
other postdocs and PhD students within the project but also with other
members of the Algorithms and Complexity Group
(https://www.ac.tuwien.ac.at/). There are no teaching obligations
associated with the position. The starting date is flexible and the
position is offered for 3.5 years, with the possibility of extension.

Scope:
======

Swarms of Unmanned Autonomous Systems (UAS), usually inspired by nature, such as bird flocks or fish schools, have been introduced to achieve complex common objectives through collaborative behaviors. Swarms have already been intensively studied as a way to address the limitations of single autonomous systems by augmenting the range of action, increasing the resilience and flexibility of UAS systems. These properties make them very suitable for numerous applications like surveillance, search and rescue or wide-area monitoring.

Going one step further, the usage of multiple swarms of different types of autonomous vehicles, e.g. Unmanned Aerial Vehicles (UAV) or Unmanned Ground Vehicles (UGV) recently gained attention. Multi-swarm systems can be composed of heterogeneous vehicles moving in an autonomous and coordinated way, for instance in the air, on the ground, or in the sea. While members of a single swarm work collectively to achieve a mission, interactions between swarms can similarly be cooperative but also competitive (e.g., swarms vs. swarms), opening new research challenges.

Multi-swarm systems remain an open research topic because of the intrinsic difficulty in obtaining efficient global behavior while relying on local decisions from distributed and heterogeneous entities evolving in different swarms. Such highly dynamical networked systems not only require efficient mobility behaviors, but also optimized ad hoc communications within and between swarms.

The development of UAS swarming solutions is still mainly limited to manual design and optimization, which becomes increasingly tedious and hardly scalable when considering multi-swarm systems. Therefore, novel artificial intelligence (AI) and optimization approaches are thus required to allow the development of efficient multi-swarm behaviors.

are of importance for the successful completion of this subject.

The candidate must be self-reliant and show a strong sense of
initiative. A good knowledge of French and English is essential.

*Location:* The PhD student will be located part-time in Marseille in
DMS Logistics and part-time in Gardanne (south of France, near
Aix-en-Provence) in the research group Manufacturing Sciences and
Logistics

of the Georges Charpak Provence Campus of Mines de Saint-Etienne.

*Duration and assumption of duty:* The position is for three years
starting as soon as possible in 2020 (The position will remain open
until fulfilled).
